It’s well known that the words translated as angel in the bible means “messenger” and can manifest in many different ways (such as the burning bush in Exodus 3:2). The purpose of a Sacrament Program is also to deliver a message, and recent scholarship has found that the angel in Luke 2:9 — which told the shepherds of Jesus’s birth — was actually a Sacrament Program. There is not yet a scholarly consensus on what the “multitude of heavenly hosts praising God” in Luke 2:13 is, but the most common opinion is that it’s a choir of Primary Children.
